About
The Council of Architecture (CoA) is a statutory body constituted by the Government of India under the Architects Act, 1972, to regulate the education and practice of the architectural profession across the country. Its primary objectives include setting minimum standards for architectural education, registering architects, and prescribing standards of professional conduct.
Establishment and Purpose
Enacted by Parliament, the Architects Act, 1972, led to the formation of the CoA to protect and promote the profession of architecture. The Act aims to ensure that only qualified individuals engage in the practice of architecture, thereby safeguarding public safety and well-being.
Functions and Responsibilities
The CoA's responsibilities are multifaceted:
Education Regulation
It prescribes minimum standards for architectural education required for granting recognized qualifications by colleges or institutions in India.
Architect Registration
The CoA maintains a register of architects, ensuring that only those with accredited qualifications and requisite training are permitted to practice.
Professional Standards
It establishes a code of ethics and standards of professional conduct, ensuring that architects adhere to the highest levels of integrity and professionalism.
Disciplinary Authority
The CoA has the power to investigate cases of professional misconduct and take appropriate disciplinary action against erring practitioners.
Organizational Structure
The CoA comprises members from various sectors:
- Architects elected by the Indian Institute of Architects.
- Representatives from architectural educational institutions.
- Nominees from the Central Government.
- Officials from the All India Council for Technical Education (AICTE).
- Chief Architects from central government departments.
This diverse composition ensures a comprehensive approach to addressing the needs and challenges of the architectural profession in India.
Educational Oversight
The CoA plays a pivotal role in architectural education by prescribing minimum standards for architectural institutions and periodically inspecting them to ensure compliance. This oversight guarantees that graduates possess the necessary knowledge and skills to contribute effectively to the profession.
Professional Conduct and Ethics
To uphold the dignity and reputation of the profession, the CoA has established the Architects (Professional Conduct) Regulations, 1989. These regulations outline the duties, responsibilities, and code of conduct that registered architects must follow, promoting ethical practice and accountability.
Training and Research
The CoA also focuses on continuous professional development through its Training and Research Centre (COA-TRC). Recognized internationally, COA-TRC offers multidisciplinary education, research, and training programs aimed at enhancing the competencies of architects and advancing the field of architecture in India.
