About
The Central Public Works Department (CPWD) is a premier agency of the Government of India, responsible for public sector works. Established in July 1854 during the British colonial era, CPWD was created to execute public works and manage government properties across the country.
Functions and Responsibilities
CPWD's core functions encompass the design, construction, and maintenance of central government non-residential buildings, excluding those managed by other departments such as Railways and Defense. It also oversees the construction and upkeep of residential accommodations for central government employees. Additionally, CPWD undertakes projects for public sector undertakings, autonomous bodies, and institutions as deposit works, providing consultancy services in planning, designing, and executing civil engineering projects.
Organizational Structure
The department operates under the Ministry of Housing and Urban Affairs and is headed by the Director General (DG), who serves as the principal technical advisor to the Government of India. The organizational hierarchy includes Special DGs and Additional DGs overseeing regions and sub-regions, while Chief Engineers manage zones in state capitals. CPWD comprises three main execution wings: Buildings and Roads (B&R), Electrical and Mechanical (E&M), and Horticulture.
Recruitment and Training
Recruitment for middle management positions is conducted through the Engineering Services Examination (ESE) and the Architects Group 'A' Recruitment, both administered by the Union Public Service Commission (UPSC). Selected candidates undergo rigorous training at the National CPWD Academy in Ghaziabad, Uttar Pradesh, to equip them with the necessary skills and knowledge for their roles.
